Reduce Spawn Count of Captain Lawler to 1.
Reduce Spawn Count of Kellarra Cloudsend to 1.
(damn pathing dupes)
Foot traffic is a mess in the streets. Needs
pathing and cleanup.
Missing banker next to Broker.
